The other night I ordered chinese food. I waited for over an hour and a half and the food finally came. After I received the food and paid the Chinese delivery man I slammed the door in his face. Not only did he take to long but the food was slightly cold! My mom said I should always tip but I think that tipping is only for exceptional service, not for that Chinese man that took 1 1/2 hours to deliver my cold chinese food.

You should tip only when satisfied with the service. A tip is a gift given as a reward for good service. In recent years everyone seems to expect a tip for everything whether deserved or not. I tip 10% for fairly good service and 15% for very good service. If the service is poor, if I don't get greeted in a reasonable time, or if it takes too long to get food, I don't tip at all. For food delivery, I tip $2 flat but in your circumstances not only would I not have tipped, I would have sent the food back if it was cold. Your mother is giving you bad advice, if you tip everyone even for lousy service, everyone will expect more for less.
I'm a lot like that too, if I have bad service (i.e cold food, late arrival etc.) I don't tip either, so in my honest opinion I don't think you did anything wrong. I believe that waiters/waitress' and delivery people have to earn their tip by being polite, organized and on time with delivering food otherwise they won't get anything from me, maybe eventually they will learn from their mistakes.
EDIT: Pip you're taking this a little too far, you can tell that he was angered by the situation but is not intentionally trying to be disrespectful to the ethnicity of the man. People are bound to get upset over things, and may say things unintentionally that others may find offensive.Was I wrong for not tipping the Chinese man?

I seriously doubt the guy was running errands or just sitting in his car not delivering your food.
You could have always asked him what the delay was - maybe he had a lot of deliveries, which would not have been his fault.
You should have called the restaurant and asked what the delay was/

And apparently your ordered Chinese food - what does the man delivering it being Chinese have to do with anything. If you had ordered pizza would you be ranting about the nationality of that delivery person?
nah you shouldn't have tipped. i never tip takeaways or deliveries...when you tip it's for like...if a waitress/waiter is polite and asks if everything is okay and stuff. you shouldn't get a tip for just doing your job, especially if you don't do it very well. No other job gets tips...Was I wrong for not tipping the Chinese man?
I understand why you were mad, but the man probably had nothing to do with when your food arrived. You should have tipped him, and then called the restaurant and complained.
Yeah I always tip them. That was very rude of you.
