The person who takes your order can barely speak English and doesn't understand simple questions like "what other kinds of chicken do you have" or "can I have an extra order of chicken with that".
Indian, Pakistani, Italian, or other ethnic restaurants always seem to have at least 1 person who can speak fluent English and that person answers the phone. Why is it that I have yet to order delivery Chinese food and have a person who speaks fluent English take my order. I have seriously tried at least 10 different Chinese Restaurants and it's the same result everywhere (Except the Panda Express at the mall, but they don't deliver).Spiritually speaking, why can't the owners of Chinese restaurants hire just 1 person ...?

It sounds like you may want to stick to the mall restaurants. Part of the experience IS the ethnicity of the restaurant. Maybe you should learn some basic Chinese (Mandarin and/or Cantonese) phrases. I'm sure you can find someone who can teach you, "I would like extra chicken."
Again, is this really a problem? You should be able to discern what types of other chicken dishes there are by READING the menu. A lot of Asian restaurants go "by number" when ordering. You may want to order by numbers, by choosing restaurants that have this option.
Get the menu and be prepared AHEAD of time BEFORE you order.

Smart enough (allegedly) to have learned five languages, yet stupid enough to make a sweeping generalization based on ten restaurants - all within delivery distance at that. Wow. How underwhelming.
