I usually give the delivery person the change from the order plus a dollar so if the order is $15.67 they would get the remaining 33 cents plus a dollar.

How much would you want to get if you were doing their job?

Most of them work on tips only and sometimes have to pay for their own gas AND tip out cooks, managers etc at the end of the day so try to be generous if you can.
i usually give a round number like $2. or you could give 15%. if it's a lot of food, then give them more.
10 to 20%. Or as much as you feel comfortable giving. Try not to order food if you can't pay the tip. Get something cheaper so you have some extra money for a tip.
